Educators’ awareness of academic issues in universal basic education in public junior secondary schools in rivers state - Nigeria

Abstract

The study examined educators’ (Principals’ and teachers’) present level of awareness of academic issues in the Universal Basic Education programme in Public Junior Secondary Schools in Rivers State with implication on the 2015 implementation deadline. The study had five research questions and five null hypotheses; and adopted a descriptive survey research design. However, through simple random sampling technique, 80 principals and 547 teachers represent the sample of the study. The research instrument with 23 items for data collection was titled “Academic Issues in Universal Basic Education Questionnaire” (AIUBEQ). Data were analyzed using the mean x and Standard Deviation (SD) to give answers to the research questions while t-test inferential tool was used in testing the null hypotheses at 0.05 level of significance. The results of the finding showed that teachers who were directly concerned with the actual implementation of the Universal Basic Education programme still lacked adequate awareness of what academic information they are to disseminate to their students, and the objectives to be achieved in the process while Principals who often exempt themselves from classroom instructional activities because they are more of administrators were better aware of the core academic variables of the Universal Basic Education programme. The study concluded that the academic issues of the Universal Basic Education programme have not significantly been implemented, three years after 2015 deadline in Public Junior Secondary Schools in Rivers State. The study therefore recommended proactive actions from the Rivers State Universal Basic Education Board to create institutional frameworks to enhance the sensitization of educators, especially, the classroom practitioners for effective management and implementation of Universal Basic Education programme in Rivers State.
