State level value added tax in manipur and its impact on the revenue of the state

Abstract

Value Added Tax (VAT) has been considered as one of the most important tax reform in India after independence. Like many other states of India, Value Added Tax was introduced in Manipur by the State government as an instrument to generate additional revenue. Yet even after more than10 years of its implementation, there is negligible work being carried out on Value Added Tax and its implication in the State. The present study is undertaken to provide an overview of VAT and its impact on the finances of the state of Manipur with an emphasis on the trend of VAT revenue in recent years. VAT has been contributing a major share in the Revenue receipts of the State. The revenue receipt of Manipur through imposition of VAT have been showing an increasing trend both in absolute figures and in terms of percentage of it to the total State's Own Tax Revenue, though there is fluctuation in the growth rate. Despite its positive impact on the revenue, implementing VAT in Manipur has certain drawbacks and challenges which hinder its success in the state.
