Personnel aspects in Bangladesh civil service: Policies and practices

Abstract

Recruitment, training and emoluments are vital issues for an organization and for an efficient and competent civil service; firm and uniform policies regarding these issues are basic requirements. The government cannot afford to ignore these aspects. Direct recruitment policies in Bangladesh are structurally anomalous with excessive emphasis on reservation and promotion policies. Reckless and ruthless politicization has made the civil service all the more vulnerable. Quality of training is a big question, despite the presence of myriads of training institutions. The emoluments are too scanty to encourage legal survival and there is a constantly kindling lure for corruption.
