Knowledge Management in Health Systems: The emerging role of Chief Information Officer (Health) from grassroots to tertiary levels

Abstract

In this paper six Levels of knowledge management have been identified starting from departmental head level, medical superintendents, civil surgeon, state headquarters, director general health services and finally World Health Organization. Knowledge management in health system is the art of creating health system values, by leveraging the intangible assets of knowledge, which will become the next big competitive differentiator in improvement of health systems in the information century, science based hospital are leading the new wave and survey results show that they have gained by knowledge management initiatives which nurtures radical innovation. Advance planning, change management, hospital culture & well-balanced approaches are essential part of knowledge management. It offers creation of values from better management of intangible assets. Benefits will surface in measures such as cost reduction, cycle time reduction, better resource returns, higher patient satisfaction index and increased doctors and paramedical staff education levels. Resignation and migration of doctors is forcing periods of massive downsizing which means medical superintendents are continuously losing the vast knowledge bases that they had accumulated over the years, either due to loss of doctors or because of changing times. How many times have doctors wished, there was someone to tell them what to do in a particular situation? Do not all of us, in the doctors world, wish we could learn from the rich past experiences of the hospital and its men, in the least time, so that we could obviate passing through the same muck and concentrate on doing our jobs better? And with the information load on individuals suddenly becoming too big; there is no understanding of how to extract value of it. Effective usage of available knowledge resources is the key rather than making a duplicate copy of whatever knowledge resources are available.
