Inclusion of Retail and Wholesale Trade in Priority Sector Lending by UCBs: Emerging Business Opportunities Dr Kaveri V S Former Professor, National Institute of Bank Management, Pune Online published on 1 February, 2022. Abstract Recently, two major policy guidelines have been issued by Government of India and Reserve bank of India viz., (i) Inclusion of Retail and Wholesale as MSMEs in Priority Sector Lending (PSL) by Government of India and (ii) Reserve Bank of India asking UCBs to achieve the enhanced target of PSL from 40 per cent at present to 75 per cent by 2024. These have wider implications on business mix in PSL sector of the banks. In particular, inclusion of retail and wholesale trade in PSL and achievement of higher PSL target by UCBs is expected to change the business mix and enlarge the business volume of PSL sector. To understand how far this expectation to be fulfilled in the coming years, it calls for assessment retail and wholesale business prospects, review of UCBs in PSL in the past, studying current concerns and suggesting effective approaches to ensure good quality lending.
