Abstract The imperative to routinely assess institutions of higher learning in the 21st century cannot be overstated, owing to rapid development and humanity’s insatiable thirst for knowledge. Scholars have consequently devised global and national benchmarks (academic reputation, employer’s reputation, faculty/student ratio, citations per faculty research, global faculty ratio, and global student ratio) to mitigate biased or subjective opinions in the evaluation of institutions worldwide. To orient the research, we scrutinized pertinent and current literature from seasoned professionals and reports from reputable media on personnel development in higher learning institutions, the shortage of funds in Nigeria’s education sector, and its impact on high-impact journal publications. Additionally, we explored the factors contributing to the funding shortfall in higher learning institutions in Nigeria, along with the Nigeria Universities and Universal Placement System. The study employed a narrative literature review as its methodological approach. However, universities are generally situated in dissimilar environments, each presenting unique challenges not universally applicable to all higher learning institutions. Consequently, the application of standardized criteria to evaluate all universities does not establish a level playing field for those situated in emerging countries grappling with issues such as insufficient funds for research and low budget allocations from the government.
