Abstract Information Communication Technology changes the form of accessing information. So the Intellectual Property Rights are should be become powerful. Electronic publishing helps to librarian and uses provide col lect and disseminate the information as quickly as possible. In India IPR issue are deals by the Department of Industry Policy and Promotion, Ministry of Commerce and Industry. On international Level UNESCO and IFLA provide some guide lines for use of electronic information. This article covers various aspects of IPRs in use of electronic information by the libraries and their users. The study also observes some area where IPRs should need some improvement.
