The editorial team of the journal is coming with Volume 11, No 1 (January-June 2023). In this volume, there are four research articles contributed by the authors from diverse areas such as Human Resources issues of the workers of the garments industry, ethical and accountability in public services, democratic backsliding, and the role of the leadership in the municipal councils. Out of the four papers, has been contributed by an international author on a very vital issue of the garment industry.

The paper on ‘How flexibility works in organization? An evaluation of HRM issues in Part-Time Job. A case study on the Garments Industry in Bangladesh’ is contributed by Mohammed Rejaul Karim. In this paper, the author highlighted the role of Human Resource Management in the Garment industry in Bangladesh, and how HRM ensures flexibility in some areas such as working time, working place, labor supply, task or job content, and rewards for the part–time personnel in the industries. Further, the author has observed that in the garment industries of Bangladesh there is ninety percent of personnel are female. Female are getting lower salaries in the proportion of their work. The author has recommended motivations on the Job through appropriate wages, developing training programs, and following the industrial law for the betterment of the personnel.

Vijendder Singh Beniwal in the paper ‘Revisiting Ethics and Accountability in Public Service: An Overview,’ has discussed the origin of the ethics and accountability in public services, the Genesis of Ethics and Morality in Governance, forms of ethics, debates on accountability, and Indian perspective on the principle of Dharma. The author also highlighted some ethical issues in contemporary times in the Indian Administrative system.

The paper ‘Understanding Democratic Backsliding in Contemporary Russia: Internal and External Dimensions’ is contributed by Lal Ji Pal and Sandeep E. Authors duo discuss the role of leadership in the process of promotion of democracy in Russia, especially under Putin’s rule. They have also highlighted, how the Russian leadership has initiated efforts to promote and establish democracy in neighbouring countries. From the end of the Cold War, and 1992 onwards, they have discussed, what type of efforts initiated by the authorities of Russia. The authors have, also covered the numerous problems faced by the leadership including regular allegations of manipulation of elections, denying media freedom, violating human rights, censorship of artists and writers, arresting and detention of opposition leaders, forced disappearances of controversial figures, and atrocities on minorities and queer group.

The last article of the volume is ‘Municipal Leadership in its Role Perspective: A Study of Municipal Council Thanesar, (2016-21),’is contributed by Gurmeet. The author has conducted an empirical study to assess the role of leadership of the Municipal Council Thanesar. Through the survey, researcher have measured the awareness level of councillors, also role and participation in the functioning of the municipality in the development process. The author have suggested for organising training camps, and workshops, to increase the awareness among councillors. So that the governmental interference could be reduced in economic planning, programs, policy matters, capacity building and technical assistance.
