Transparency in public-private partnership in India: A study of the health sector

Abstract

The Public-Private Partnership (PPP) mode of governance has emerged as one of the decisive tools in recent times. The PPP model encompasses various activities with financial implications, such as the construction of public infrastructure, operation and management of public institutions, and the delivery of public services. In this Public-Private Partnership, a private service provider is selected through an open competitive tender by the concerned institution or a third party. Therefore, transparency is a vital element in the selection process of private service providers. The primary objective of this paper is to examine transparency in the development and implementation of Public-Private Partnerships in the health sector. This research paper aims to determine whether information related to health services implemented through the PPP model is made available by state health departments on their websites. Secondary data have been utilized from various websites, especially those related to state health departments. The observations and experiences of the research study conducted earlier by the researcher on Public-Private Partnerships in the health sector have also been incorporated into this research study. The study found that limited documents on health services implemented through Public-Private Partnerships are available on a few state health department websites. The literature review also indicates that transparency is one of the critical issues and challenges in Public-Private Partnerships in the health sector.
