Abstract

Climate change poses significant challenges to agriculture, particularly for small and marginal farmers who heavily rely on this sector for their livelihoods. This research paper investigates the impact of climate change on agricultural practices and policies in the R.S. Pura region of Jammu District, Jammu and Kashmir. A qualitative research design using the Case Study method was employed, involving 15 sample villages and 60 respondents, to understand farmers’ perceptions and adaptation practices. The study findings indicate that the majority of respondents experienced increased temperatures, erratic rainfall, and extreme weather events in the past 30 years. Climate change had adverse effects on crop growth, yields, and increased pest infestations and diseases. Farm income was also affected due to the changing climate, leading to a perception of decreased farm incomes among some respondents. The study also found that the climate change adaptation practices and policies are not in alignment with the extreme variations of the climate so that farmers had to endure known and unknown costs. Awareness of agricultural policies addressing climate change was limited among the respondents, with only a few availing the benefits of certain policies. The lack of awareness and complex procedures were cited as barriers to policy adoption. Farmers expressed dissatisfaction with the implementation of these policies, and the integration of local needs in climate change adaptation policies was lacking.

In conclusion, the study emphasizes the urgent need for improved awareness and implementation of agricultural policies aimed at climate change adaptation in the region. Climate-resilient practices and sustainable agricultural techniques should be promoted to enhance farmers’ livelihoods and cope with the challenges posed by climate change. Tailored policies that consider local needs and the specific vulnerabilities of farmers in the R.S. Pura region are essential to effectively address the impacts of climate change on agriculture and ensure agricultural sustainability.
