Perspectives on life of the people after acquisition of their land for development projects in India

Abstract

Displacement is a consequence of land acquisition for setting mega projects or any other developmental project. Unlike thermal projects, where the project plan is flexible enough to accommodate and avoid shifting of homesteads to the best possible extent, such things are practically impossible in hydro and mining projects due to location specific availability of natural resources mandatory to carry out the developmental work and therefore the resultant consequences are higher and the impact is massive. Land acquired by various developmental projects thus demands Resettlement & Rehabilitation (R&R) of such populations; the process leading to involuntary socioeconomic adjustments by the affected people. Thus, vaguely resettlement is shifting of place of residence along with some apparent benefits and rehabilitation is the efforts towards and restoration of livelihood lost or compromised due to acquisition of land. This paper is a working paper series of undergoing doctoral research “The impact of Resettlement and Rehabilitation on Gender-a study with special reference to NTPC Projects”. This paper is an effort to see the development with a resettler's eye. This paper will examine the perception of development through the lens of the affected people. Through this paper, we will try to find out the magnitude of impact on the lives of people. How they see and observe the setting of such projects, the difference, which have been brought in their lives and the factors responsible for the change. This examines the threats and opportunities perceived by the resettlers and how they have perceived the change. The present paper has been based on the findings during the primary data collection by researcher herself and references from various other studies.
