The china-celac forum missed opportunities for India?

Abstract

There has been a deepening of ties between China and Latin America in the last few decades. Although much has been written about the apparent Chinese “encroachment”, there has been no indication of an aggressive vision for the region. Rather, as the China—CELAC forum indicates, Latin American countries have been actively pursuing closer ties with Beijing. A new manifestation of multilateralism has emerged predicated on plentiful loans, resource development as well as policy priority. CELAC (Community of Latin American and Caribbean States) is a post-Washington Consensus mechanism, which emerged as the culmination of Bolivarismo. Continuing in the tradition of thin institutional build-up, CELAC represents state-led, post-liberal, multilateral regionalism redefining South-South cooperation. What lessons are there for India?
