Anthropological study of the role of organizational culture on the implementation of new systems in state agencies-Implementation of ASYCUDA world system in Bandar Abbas, Bandar Anzali and Jolfa

Abstract

This study is the result of an anthropological research with qualitative method and participatory observation about the investigation of the role of organizational culture on the implementation of technology in the government organizations ASYCUDA world system is a system which is designed to reduce the exchange costs via the use of technology in the entire chain of commercial interactions. This system has been implemented in different customs in many countries and had outcomes such as lowering cost and increase of the speed and ease of doing things. At the same time of presentation of economic development plan of Islamic Republic of Iran that the customs reform was as one of the seven pillars of this development, the implementation of ASYCUDA world system to achieve electronic customs were on government agenda. In line with this subject, ASYCUDA world system has been implemented in the customs of Bandar Abbas, Jolfa and Bandar Anzali as the pilot customs. But Bandar Anzali Customs was quite successful in the face of this new system, Bandar Abbas was approximately defeated and Jolfa had an intermediate state. This study shows that cultural and organizational factors, the interaction type between staff as decision makers and line employees (employees who are engaged in the customs of the study), reward systems and incentives, infrastructures, staff partnership at various stages of implementation, and how to implement this system has a key role in the success or failure of the technology implementation in the organizations.
