Non-tarriff barriers and the economic integration the East African community

Abstract

The key objective for the adoption of the East African Community (EAC) Customs Union in 2006 was to enhance the economic integration of the region through the elimination of tariffs and non-tariff barriers (NTBs). This study sought to examine the effects of NTBs within the EAC on its economic integration. It was guided by the complex interdependence theory. Cross sectional survey approach was employed and the target population was EAC officials, traders, clearing agents and transporters. Fourteen respondents were selected using purposive sampling. Data was collected using questionnaires, structured interviews and documentary review. It was analysed using descriptive statistics and presented in discussions.

The findings indicate that the NTBs that have persisted in the region include administrative and customs clearance procedures, cumbersome transiting modalities and immigration challenges. The study found out that trade policies and ineffective monitoring mechanisms are the main reasons for the persistence of NTBs. It established that NTBs have resulted into political, social and economic effects which have subsequently hampered the economic integration of the EAC. It recommends that member countries should demonstrate political goodwill to be able to deal with NTBs.
