Abstract Universities and higher education institutions are among organizations that can perform Balanced Score Card (BSC) to improve their management process. The BSC provides academic institutions with an approach to evaluate performance and progress towards strategic goals. In present study BSC is developed by integrated approach combining data envelopment analysis (DEA), numerical taxonomy and neural network for assessment and prediction of universities performance for effective decision making. This methodology facilitates identifying homogeneous from non-homogeneous units in DEA by applying numerical taxonomy. Also, some of the academic units may not be too enthusiastic to share the data pertaining to them. This requires an approach which will allow the other units to generate scenario with the data within their control and test their own performance through simulation. Performance prediction can generate different scenarios to guide the higher education's managers for effective decision making. Also, there is not any human error during prediction process.
