Dr. Gulla is Associate Professor at TERI University in the area of Information Systems. Dr. M.P. Gupta is Professor and Chair-Information Systems Group & also Coordinator-Center for Excellence in Egov at the Department of Management Studies, Indian Institute of Technology Delhi (IIT Delhi), India. He is the recipient of the prestigious Humanities & Social Sciences (HSS) fellowship of Shastri Indo Canadian Institute, Calgary (Canada) and was a Visiting Fellow at the University of Manitoba. He is on the jury of prestigious awards committees’ viz. Computer Society of India (CSI) Egov Awards, Web Ratna Awards (Government of India), and MP Government Awards for E-governance. He is on the Program Committee of several International Conferences. Abstract

Role of interoperable technologies in government to provide on-stop government services is well recognized. However, assimilation of interoperable technologies in government is not very encouraging. This article uses Technology-Organization-Environment (TOE) framework to provide a theoretical foundation for exploring assimilation of interoperable technology in government. Within this broad framework, various factors influencing technology adoption decision are selected from literature. For selecting environmental factors help of Institutional Theory is taken. A theoretical model and related propositions are provided to guide future research.
