Human Resource Development Initiatives of KVKs of Uttar Pradesh and Uttaranchal

Abstract

A strong network of KVKs (540 KVKs) has been developed by ICAR in India for the transfer of farm technologies to the different clientele groups. Expectations from KVKs are more from all the stakeholders. Keeping this in view, this study was conducted in Uttar Pradesh & Uttaranchal to identify the methodology adopted for target group identification; to investigate the status of human resource development and to suggest suitable strategy for technological empowerment of clientele groups. Data were collected from 32 KVKs; which had completed more than 5 years of their operation. A questionnaire was sent to these KVKs. Programme Coordinators of KVKs were asked to provide data for the period of 2000–01 to 2004–05. The study revealed that all the clientele groups should be targeted and trained on relevant aspects and issues. Target group identification should be done as per their needs, enterprises and as per the farming situation. Gender issue may be addressed. Income generalizing activity may be emphasized while organizing training programmes for rural youths. Number of training courses for extension personnel should be increased. KVK should create different models and extension approaches for transfer of technologies and developing efficiency of farmers, rural youths and extension personnel. Identification of technologies, its assessment, refinement, integration and adoption by the farmers is the is the ultimate aim of all the HRD programmes carried out by the KVKs. Careful planning and participation of all the stakeholders hold the key for quality human resource development programmes
