Lokpal: A Tool of People's Control on Administration

Abstract

People's demand for the institution of Lokpal is gaining momentum day by day. Civil society activists are insisting for an effective Lokpal to curb political corruption and maladministration. This paper has attempted to analyse the origin of this institution, demands to establish such an institution in India, bills presented in the parliament to establish it, effectiveness of the present bill to eradicate the demon of corruption, standing committee report and working of this institution in many states. This paper concludes that good governance and a reformed politico-administrative system is a prerequisite particularly at the grassroot level where common man interfaces with the administrative set-up for effectiveness of the Lokpal to curb political corruption and maladministration.
