Conceptual Compedium on Complex Issues in Evaluation of Training

Abstract

The courses of training are the main stay of training methodology in establishments. In conventional sense, once objectives of training are decided, a curriculum is designed hypothetically and implemented. More emphasis is given to planning and implementation, ignoring evaluation and objective assessment of effectiveness and outcome of training programme being implemented. The need of an evaluation system is based on the hypothesis that success of any training programme depends upon validity of the said programme. It is, therefore necessary that each training course should have an in-built monitoring and evaluation system. This will ensure modification/improvement of the process, content and organizational effectiveness to meet the ever changing requirements of environment in which a trainee has to perform/transfer his learning. The important aspect is behavioral aspect of training. It will answer questions about consistency of process of training. Ultimately, formative evaluation assesses and improves courses validity or validity of process. The content, process of implementation, outcome and relevance to organization have never been tested after implantation of curriculum, thereby leaving test of validity to subjective guess work and conjectures. In this paper, the author has dwelt on genesis of formative evaluation, organisational change, individual change, instructional design,cognitive load theory and design of instruction,learning design,ADDIE model: purposes of technique,systematic inquiry competence integrity/honesty, responsibilities,classification and evaluation of approaches, pseudo-evaluation, objectivist/elite/quasi-evaluation, strengths and limitations, research issues and significance in evaluation of training programmes
