Abstract Learning is not restricted to the time spent in school. It begins at birth and continues all our life. The present pattern in which we have education at the beginning of our lives, and then work in one field until an extended retirement period is changing. Lifelong Learning is becoming a part of modern life. The distance education system is a crucial vehicle in the sustained development of a knowledge society. Its potential for flexible education delivery, scope for self and life-long learning and cost effectiveness make it instrumental in meeting the needs of individual and communities at this juncture - in the rapid transition being made from the industrial to the information age. Now Open and Distance Education centers are providing technology for all their students. Some centers providing online course material and some other centers providing online teaching and learning facilities. By equipping these centers with effective ICT tools, these centers provide connectivity and communication mechanisms to all. Open Distance Learning offers a number of advantages to both learners and providers of opportunities for learning. Problems such as distance and time, which are barriers to conventional learning, are overcome in Open Distance Learning. ‘ICT’ integrated teacher education is important at ODL mode. The Right to Education Bill-2009 provides all rights for students to get free and compulsory quality education up to 14 years.
