India-bhutan relations paradiplomacy, domestic considerations and new delhi’s prerogative

Abstract

The India-Bhutan relationship has been cordial and cooperative since diplomatic relations were established in 1968. In recent times, “paradiplomacy ” in the conduct of India’s international relations has become an increasingly prevalent method. It is particularly relevant for maintaining ties with Bhutan as four Indian states share boundaries with it. Bhutan plays a crucial role in India’s Neighbourhood First Policy. Although New Delhi has tried to maintain cordial relations with all surrounding states, it has not succeeded with Pakistan and China and oflate with Nepal. India has also had to revisit its Bhutan policy, taking into account Bhutanese aspirations for a higher profile in the international community. India must also assure its smaller neighbours that they are seen as partners and friends and not satellite states.
